Border around forum plugin
While this plugin might be useful to inexperienced users, I give it a 3 star rating because it is ridiculously easy to add a border around the forum using the existing template system. In fact, the means to do so is found in the template library on the support forum. Having this feature as a plugin is unnecessary, and it takes up the limited space on forums slotted for plugins without any viable reason.
Seasons
The plugin is probably fine for really inexperienced users who can't get around ProBoard's features, as it gives you a place to store the image URLs and description of the seasons. However, if they're having to create a div class and place it somewhere, they may still get hung-up... The same can be done with the HTML Injection plugin, which lets you have unlimited injection points, or simply by "coding" it yourself. Why take up a plugin slot with something so limited when you can install one that gives more sparkle for the space?

Shoutbox Sound v2
Oh so useful! Thank you greatly for making this nifty tool. I only had problems with hosting, but that had nothing to do with the plugin. (I really suggest Dropbox as a host, it's nice being able to just put the files into a public folder through my own file system.)

This is a lovely script, one that I know will make a lot of people happy to have. Personally, I find it easy to use, and have had no issues with it—even with having a -heavily- altered site.
